This character finds chaos as abhorrent as evil and will not bend their personal guidelines even to help another if it will contribute to chaos. Ruled by the High Shaman Dere'k Howl. He rules with a kindred heart and keeps order and religion on his side.
The Empire of Storm are a neutral evil character serves only their own needs/ends. They follow no law but also have no drive toward chaos. They kill or steal as they see fit to get what they want. They follow a very mysterious being that mastered the element of Lightning and Ice. Ruled by Priestess Herreria keeper of the Lightning, she rules supreme under her iron-fist and a silver tongue.
The Empire of Erath is the largest and its the very foundation of whole Rav-hai Nation. They are a hero of the downtrodden, the chaotic good character cares not for laws and order but only for doing good. If they must break the law to help others, they will do so without compunction. This character will steal to feed a poor family or stand up to their own master to defend a falsely accused servant. Ruled by Yavadah the Zealot, she rules with judgement and justice. She doesn't care about the law but focuses on religion.
