Ability: it negates any power that a norm can't have within the range of 10 meters. The effects can be changed from 1 inch to 1 mile whatever the user wants... (even reality manipulation cannot ham the norm)
Weakness: its only usable by norms, allies cannot use their abilities when in range
Strengths: any power, other than a norms', is negated in the area.
